Part of the University's concept is to make sure that the fund allocated by the Excellence Initiative flow as quickly as possible to where they are needed, and with a minimum of bureaucratic fuss. In this respect, only a tiny fraction of the monies will got into the University administration and research management. Swift implantation is further ensured because it will not be necessary to constitute any new decision making bodies. The established procedures are a long standing as well-respected, not least in the area of the University's Central Research Development (ZF). Applications within competitive procedures for funding research project are referred to the research funding committees, which also act for the ZF. These committees make their recommendations to the Rectorate on the basis of external review. In the case of the Creative Units in Measure 5 of the Insitutional Strategy[PDF] (1.8 MB), this procedure is carried out by the Research Committee of the Academic Senate.
By setting up the new “Development Board” we ensure that the implementation of the Institutional Strategy[PDF] (1.8 MB) is appropriately overseen by external and internal experts. The Board comprises the Rector, the Vice Rector for Research and Young Academics, and four Deans, who are joined by two members of the research committee and four selected leaders of collaborative research units, institutes and junior research groups elected by the Academic Senate.
The Board is advised by three experienced external researchers and managers: Frans Zwarts (formally Rector of the University of Groningen, Netherlands), Barbara Stollberg-Rilinger (Professor for History of the Early Modern Age, University of Münster, winner of the Gottfried-Wilhelm-Leibniz Prize awarded by the DFG and member of the University Council of the University of Münster) and Joachim Treusch (till 2013 President of Jacobs University Bremen, formerly Chairman of the Board of the Forschungszentrum Jülich and Chairman of the Helmholtz-Gemeinschaft). A replacement is currently being sought for the position of Marion Schick (Board member Deutsche Telekom responsible for Human Resources).
