Russia’s attack on Ukraine calls into question the political order of Europe with regard to the territorial sovereignty of nation states. The attack also violates core norms of international law. Finally, Russia’s war of aggression has sparked intense political, social and academic debates about what the future security policy of European states should look like and what role the European Union should play in it. This is where the 37th Bremen University Talks come in: at the heart of this year’s BUG is the question of the forms and extent to which the European Union can shape security policy in Europe in future, together with its member states, and which political debates significantly shape the formulation of the EU’s objectives, means and capacities in European security policy (Panel 2). We are also conducting this discussion against the backdrop of the political lessons taught by the history of European integration since the 1950s regarding the balancing of national responsibilities and European competences (Panel 1). Finally, we place European security policy in a global context by examining which global relationships are currently considered politically relevant to the European political order and with which states and international organisations outside Europe cooperation might be possible in the future to enhance the security of the European political order.
