This paper examines how existing technological and production capabilities can support the emergence and growth of value chains for green hydrogen in northern and western Germany. It analyzes seven NUTS 2 regions with favorable conditions for the development of hydrogen hubs. These conditions include low costs for renewable energy production, access to hydrogen infrastructure, potential demand and political support for the hydrogen economy. Patent data, company data, and regionalized export statistics are used for the analysis. Based on the results, it is argued that the development of green hydrogen hubs could be facilitated by place-based policies tailored to the regions' existing innovation capabilities, production capacities, and production specializations.
