The COVID-19 pandemic has clearly shown how fragmented the data on the care situation of residents of inpatient long-term care facilities in Germany is. A surveillance system for continuous monitoring of the health and care situation of older people in residential care facilities is therefore urgently needed. The aim of LTCSurv is to examine the extent to which SHI outpatient billing data can contribute to the development of such a surveillance system. On the basis of SHI routine data, a complete survey of all insured persons aged 60 and over who live in care facilities is being carried out in three regions (billing data from the three KVs Hesse, North Rhine-Westphalia and Schleswig-Holstein). Data on diagnoses, outpatient services and medication prescriptions for the years 2019-22 will be used to analyse key figures on the health situation and care situation over time. Qualitative accompanying research will be used to assess the relevance of the surveillance system to be developed from the users' perspective and to describe the expectations, opportunities and risks associated with the use of the system
