New, updated and extended WHO Heat Health Action Guidance published

Prof. Melanie Böckmann from the IPP contributed to the chapters of the second edition of the guidelines, which were coordinated by the WHO European Centre for Environment, Climate Change and Health in Bonn, Germany.

On June 11th 2026, WHO/Europe launched the new WHO Heat–Health Action Plans Guidance, an international point of reference for systematic, evidence-based health action in preparation for and response to extreme heat. The launch of the new Guidance took place in Berlin, at a joint hybrid press conference hosted by the Federal Minister for the Environment, Climate Action, Nature Conservation and Nuclear Safety, together with the WHO Regional Director for Europe, the Senator for Science, Health and Care of the State of Berlin, and a senior representative from the European Commission Directorate-General for Climate Action.

Extreme heat is an urgent and growing public health threat, driven by climate change and exacerbated by urbanization and population ageing. It can increase morbidity and mortality rapidly, and places pressure on essential services, such as health and social care. The WHO European Region is the fastest warming global region with deep impacts on health and well-being, underlining the need for action and the relevance of the Guidance.

This second edition of the Guidance is far more comprehensive than the first edition published in 2008. It presents an updated Heat–Health Action Plan framework across 8 core elements, highlighting key actions and decision points for planning, coordination, delivery and improvement.
