Aims of the project
The aim of the project is to develop and test qualification-oriented staff deployment in full inpatient care facilities.
Research process
The model program “Development and testing of a concept for qualification-oriented personnel deployment with the new scientifically based procedure for uniform personnel requirements determination. Model program according to §8 Abs. 3b SBG XI on behalf of the National Association of Statutory Health Insurance Funds” is a follow-up project to the PeBeM study from 2017 to 2020, in which a scientifically based staff assessment tool was developed for nursing care that enables a needs-based fit between the needs of residents and the qualification mix of staff.
On behalf of the GKV-Spitzenverband, the University of Bremen, in cooperation with Bremen University of Applied Sciences and contec GmbH, is developing a corresponding implementation concept for this qualification-oriented personnel deployment and is supporting its practical testing. Full inpatient care facilities in Germany are to be involved in testing the implementation concept for qualification-oriented staff deployment. In 2023 and 2024, these model facilities will carry out a staff increase in line with the staff assessment tool and introduce the concept of qualification-oriented staff deployment with organizational development measures.

- Working on the theoretical framework concept
- Contributing to the development of instruments for the actual state survey
- Collaboration in the development of instruments for the target determination
- Developing educational offers for the initial implementation concept and for nationwide implementation
- Piloting and further development of the educational programs
