A new paper by Olga Masyutina and Ekaterina Paustyan has just been published as an IERP discussion paper. In the paper "Environmental Politics in Authoritarian Regimes: Waste Management in the Russian Regions" the authors study the performance of Russia's regional governments in tackling the household waste problem. They find that more authoritarian regions in Russia (as measured by the vote share of the ruling United Russia party in parliamentary elections) are likely to recycle more household waste than less authoritarian regions which is consistent with the concept of environmental authoritarianism.
