Research Ambassador

Prof. Alex Boniface Makulilo, Open University Tanzania

Prof. Alex Boniface Makulilo of the Open University Tanzania in Dar es Salaam, Tanzania, has been Research Ambassador of the Faculty of Law since 2019. He is one of the eleven research alumni appointed by the University of Bremen to act as ambassadors worldwide and promote the research work of the University.

Research Ambassadors are to represent the University of Bremen abroad by acting as a liaison between the University and any prospective students and researchers and help build networks of former students and researchers. They are researchers from different career levels with strong ties to and a good understanding of the University of Bremen, as well as a good knowledge of the region.

Prof. Makulilo obtained his doctorate as a DAAD scholarship holder under the supervision of Prof. Buchner in 2012 and conducted research, in particular with regard to data protection law in Africa, at the IGMR from 2014 to 2016 as well as in 2017 with scholarships of the Alexander von Humboldt Foundation.

Since 2019 he has been leading the project „Strengthening protection of personal data in the health sector: a comparative analysis of the Tanzanian and German eHealth System” funded by the Alexander von Humboldt Foundation together with Prof. Buchner. The joint research of the two professors is focussed on the electronic health card and the associated challenges arising for data protection regulation in Germany and Tanzania. At the same time, the project is to provide the basis for the establishment of a LL.M. Health Law Programme at the University of Tanzania including Tanzanian and German courses. On both sides, young researchers from the Faculty of Law of the University of Bremen and the Open University of Tanzania are taking part in the project.
