Die globale Entwicklungsdynamik von Inklusivität und Leistungsumfang staatlicher Bildung

Das Teilprojekt A05 des SFB 1342 "Globale Entwicklungsdynamik von Sozialpolitik" untersucht die globale Entwicklung von Inklusivität und Leistungsumfang staatlicher Bildung im Sekundarschulbereich und in der beruflichen Bildung. Unter Inklusivität verstehen wir in diesem Projekt die Ausweitung des öffentlichen Bildungsangebots auf verschiedene Personengruppen, die sich nach Geschlecht, Religion, Staatsangehörigkeit und Migration oder ethnischer Herkunft unterscheiden. Der Leistungsumfang der Bildungsangebote bezieht sich auf die Finanzierung, Regulierung und Dauer staatlicher Bildungsprogramme für die jeweiligen Untergruppen, wobei die Dauer in diesem Politikfeld stark an das Alter und die Lebensphase gebunden ist.

Die folgenden Fragestellungen stehen im Mittelpunkt der zweiten Projektphase:

Welche sozialen Gruppen lassen sich hinsichtlich Inklusivität und Leistungsumfang in den verschiedenen staatlichen Bildungssystemen unterscheiden? Wie verändern sich die staatlichen Investitionen in das Bildungssystem und welche sozialen Gruppen profitieren davon mehr und welche weniger? Wie werden diese Unterscheidungen umgesetzt und begründet? Neben der umfassenden Erhebung von Daten zu Inklusivität und Leistungsumfang interessiert uns insbesondere, ob es Chancen für das Empowerment von Frauen durch Bildung gibt, inwieweit gesellschaftliche Gruppen aufgrund ihrer Nationalität von nationalen Bildungschancen ausgeschlossen sind (insbesondere Migranten und ethnische Minderheiten), und ob die Digitalisierung der Bildung durch Fernunterricht nicht erst seit der Covid-19-Pandemie Integrationschancen für Schüler und Schülerinnen bietet oder auch Ausgrenzungsrisiken birgt.

Aufbauend auf den Ergebnissen der ersten Phase des Teilprojekts unterscheiden wir die staatlichen Bildungssysteme nach verschiedenen Kultursphären. Deren Auswirkungen auf Inklusivität und Leistungsumfang werden in Wechselwirkung mit globalen historischen Transformationen untersucht.

Das Teilprojekt A05 verfolgt drei Ziele: Erstens wird die bestehende Datenbank zu Bildungssystemen weiter ausgebaut. Die in der ersten Phase durchgeführten Diffusionsanalysen werden durch die Verwendung von Daten zu Inklusivität und Leistungsumfang sowie durch Mehrebenenanalysen globaler Daten aus dem World Value Survey erweitert. Zweitens werden wir die Untersuchung der 30 im Bildungsbereich tätigen IO ausweiten, um standardisierte und qualitative Dokumentenanalysen zu Inklusivität und Leistungsumfang für bestimmte Gruppen einzubeziehen. Drittens führen wir in einem nested design vertiefende Fallstudien zum Einfluss globaler Transformationsprozesse auf die nationale Bildungspolitik in Senegal, Ghana, Malaysia und Kambodscha durch.
