Principles of Quality Management at the Faculty of Law

§ 1 Objective

(1) It is the objective of these principles to ensure a high quality of studying and teaching at the Faculty of Law. To this end, study and teaching are to be systematically monitored, evaluated and improved.

(2) Quality management is implemented on the basis of a quality cycle, in the framework of which the quality objectives of the faculty are formulated, corresponding quality measures are determined and the if and how of quality improvements are evaluated. Quality management is to ensure that the coordination processes between lecturers, students and administration are reliable, systematical, and supported by institutional safeguards.

(3) Quality management at the faculty is primarily based on the Quality Circle (§§ 2 f.) and the evaluations (§ 4).

(4) In order to ensure that the quality cycle conforms with current requirements, it is evaluated at regular intervals. For this purpose, the quality circle discusses the quality cycle processes of the previous academic year each winter semester. Amendment and adjustment proposals of individual members of the quality cycle will be discussed and voted on at the request of a member of the quality circle. If a proposal is supported by at least 30 percent of the members of the quality circle, it will be passed on to the Faculty Council for consideration and, if necessary, adaptation of the principles.

(5) The principles of quality management at the Faculty of Law are aligned with the “Statutes for Quality Management in Teaching and Learning at the University of Bremen” of 23 June 2021.

§ 2 Quality Circle

(1) There is a Quality Circle of at the faculty which is composed of the elected members of the Study Commission as well as one representative each from the Study Centre, the administration, and each Bachelor or Master Programme at the Faculty of Law. The decentralised women's representative is a member of the quality circle with an advisory vote. The Quality Circle is chaired by the Dean of Studies.

(2) The Quality Circle comes together at least once a semester. One meeting should be held in the middle of the semester in order to address any shortcomings in study and teaching and, if possible, to remedy these by the end of the semester.

(3) The Quality Circle recommends objectives and measures for an improvement of the study and teaching situation to the Dean’s Office and the Faculty Council. Decisions on objectives and measures are made by the Dean’s Office/the Faculty Council.

§ 3 Tasks of the Quality Circle

(1) The Quality Circle collects all information on the teaching situation and provides recommendations on the basis of this information, in particular as regards:

  • ensuring and developing the quality of studies, examinations, and teaching
  • designing and further developing new and existing study programmes
  • use of revenue from student account funds

Recommendations are based above all on the objectives laid down in the Mission Statement for Teaching and Learning at the University of Bremen.

(2) The Quality Circle contributes to the preparation of a quality report in accordance with § 12 “Statutes for Quality Management in Teaching and Learning at the University of Bremen”  through recommendations on the study and teaching situation at the Faculty of Law.

(3) For the tasks and recommendations defined in para. 1 and 2, the Quality Circle collects and analyses all available data and key figures on teaching and studies, including the results of the teaching evaluation according to § 4, data-based monitoring in accordance with § 5 of the “Statutes for Quality Management in Teaching and Learning at the University of Bremen” as well as student surveys in accordance with § 9 of the “Statutes for Quality Management in Teaching and Learning at the University of Bremen”.

(4) The Quality Circle supports the Study Centre in the development, updating and provision of information materials for students.

§ 4 Teaching evaluation

(1) The courses of the faculty are to be evaluated at regular intervals. The courses do not only include lectures and study groups, but also colloquia, tutorials, seminars, and other courses for the acquisition of key qualifications or foreign language skills.

(2) The Quality Circle is responsible for the development, implementation, and assessment of the evaluation in cooperation with the Study Centre and the Dean of Studies.

(3) The evaluation can take place online or in paper form.

(4) The results of the teaching evaluation supplement the data on general studyability from the university-wide student survey conducted in accordance with § 9 of the “Statutes for Quality Management and Evaluation in Teaching and Learning at the University of Bremen”.

(5) The lecturers as well as the Dean, the Dean of Studies and the Study Centre receive the results of the teaching evaluation. In addition, those responsible for the Bachelor’s and Master’s degree programmes at the Faculty of Law receive the evaluations of courses that are part of the respective degree programme. The lecturers are also encouraged to make the results of their teaching evaluation available to the Quality Circle. They can add their own statement to this.
(6) Independently of the transmission of teaching evaluation results by the lecturers, the Study Centre reports the overall results of the evaluation at the Faculty of Law to the Quality Circle, without referring to person-related results of individual courses.

(7) The Faculty of Law aims to provide teaching reflection guidance in the form of a didactic further training event for interested lecturers.
 

§ 5 Quality report

(1) The Dean of Studies prepare an annual quality report in accordance with § 12 of “Statutes for Quality Management in Teaching and Studying at the University of Bremen” in consultation with the Dean. He is supported by the Quality Circle and the Study Centre in this.

(2) The quality report is addressed to the rectorate.
