Integrated health technology assessment for the evaluation of complex technologies - INTEGRATE-HTA

Zum 1. Januar 2013 startete in der Abteilung für Versorgungsforschung des Instituts für Public Health und Pflegeforschung der Universität Bremen das Projekt INTEGRATE-HTA – „Integrated health technology assessment for evaluating complex technologies“. Prof. Dr. Ansgar Gerhardus, Sprecher der Abteilung, leitet das von der EU mit 3 Millionen Euro geförderte Projekt, in welchem neben der Universität Bremen weitere 6 Partnerinstitutionen aus den Niederlanden, Norwegen, England, Italien und Deutschland zusammenarbeiten. Ziel des Projektes ist die Entwicklung von Methoden zur interdisziplinären Bewertung von komplexen Gesundheitsleistungen.
Weltweit nimmt die Zahl der Menschen mit chronischen Erkrankungen zu. Chronische Erkrankungen, wie Diabetes, Herz-Kreislauferkrankungen oder Krebs haben vielschichtige Ursachen und Verläufe. Die Prävention und die Versorgung dieser Erkrankungen erfordern eine Vielzahl komplexer und gut abgestimmter Maßnahmen bzw. Maßnahmenbündel. Beispiele sind Disease-Management-Programme, Konzepte zur Prävention von Herz-Kreislauf-Erkrankung oder die palliative Versorgung von schwerkranken Menschen.
Bei der Frage welche dieser Maßnahmen für welche Patienten in welcher Situation am besten geeignet sind, müssen medizinische, wirtschaftliche, ethische und sozio-kulturelle Aspekte ebenso beachtet werden, wie die Wünsche der Patienten und der Kontext, in dem die Maßnahmen angewandt werden. Mit INTEGRATE-HTA werden, am Beispiel der Palliativversorgung, Methoden bzw. Instrumente entwickelt, die komplexe Versorgungsleistungen unter Berücksichtigung der genannten Aspekte bewerten können.
Anwender, Nutzer und Entscheidungsträger sollen dadurch Werkzeuge an die Hand bekommen, die eine systematische Einschätzung von komplexen Gesundheitsleistungen auf dem aktuellsten Stand der Forschung ermöglicht.
